It is an attractive Edinburgh Crystal Whisky (or Wine) Decanter. It is a much rarer mallet shape with a more unusual floral stopper. It has an original paper label on the side - dating it to the 1970s or early 1980s. It is not signed, but it is Edinburgh Crystal and is illustrated on page 79 of the book "The Story of Edinburgh Crystal" by H.W. Woodward (as photographed).
The neck of the decanter has polished faceted which rise up the neck towards the flared rim. Around the base of the decanter is the traditional Star of Edinburgh pattern. The base has a deeply engraved star shape. The stopper is original to the decanter and is a more unusual flattened floral one.

The decanter is 8 1/4 inches in height (including the stopper) - with no damage or clouding to the interior. It is about 4 3/4 inches at the widest. The stopper is 2 1/4 inches in diameter and 2 3/4 inches in length. Unpacked it is 1.3 kg in weight
The decanter appears to have never been used and is sold as being nice and clean. It has no damage and the interior is not clouded.
I believe this mallet shape is officially classified as a whisky decanter by Edinburgh Crystal- but it would certainly be most suitable for decanting fine red wines or clarets.
