This is a vintage carved wood letter opener or paper-knife.
It is beautifully carded - and takes the form of a parrot or South American bird. The handle is the bird's head - and the decoration is on both sides. The decoration is very detailed and it has lighter pieces of inlaid wood - and lots of tiny turquoise beads or rings. These also run all around the edge of the parrot's head, as photographed.
The main paddle section of the letter opener is carded with abstract wing patterns made up of little feather shapes. Again, this is on both sides. There are also little floral designs - with more turquoise inclusions.
The length of the opener is 9 inches in length and at its widest it is just over 1 1/2 inches.
It probably dates to the early / mid-20th century, I have not been able to find another quite like it. It has certainly been created by a very talented carver - all the details are just so finely executed.
The price reflects the rarity and quality of this stunning treen folk art item.
